Trump's Progressive Alarm Misses Europe's True Danger: Economic Decline.

Donald Trump's national security strategy offers a misguided assessment of the European Union. The document asserts that open-border policies and what it terms "progressive" policies pose an existential risk to the continent's identity. Yet, this argument rests on a fundamental misinterpretation of the situation. The actual danger facing Europe is not cultural but economic and technological lag.

The Stark Economic Gap Separating Europe and the US

Statistics reveal a sobering contrast. From 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry 13.5% growth for the European Union. During this time, European income per person fell from 76.5% to just half of the US level. Remarkably, even the poorest US state now has a greater average income than major European economies like Italy and France.

Today, about 50% of the world’s top fifty tech companies are US-based, while a mere four are from Europe.

The Technological Deficit: A Critical Question

This widening economic gap is driven by superior productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The scene of global tech dominance is overwhelmingly US-centric. In the last fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This disparity raises a vital issue: As the competition for future industries like AI, semiconductors, and quantum computing, what is the EU stand? Most analysts agree it is essentially a contest between two between the US and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Innovation Gap

A number of major reasons explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for funding startups. The EU has yet to establish a genuine capital markets union, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A US startup can launch a product under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is divided among twenty-seven different national regimes, creating huge internal barriers.
  • Cultural Attitudes: Views on risk-taking vary greatly. In some EU nations, a startup's collapse was once met with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Grounds for Hopefulness

In spite of these hurdles, there are reasons for hope. European leaders are growing more conscious of the existential challenge and have begun to propose serious reform. Key reports on European competitiveness and the internal market point to the need for major reforms.

With the right policies and regulatory reforms, Europe's strengths might enable far greater levels of business-led breakthroughs.

Europe still possesses considerable strengths: high-quality human capital, excellent schools and universities, and premier research institutions. Alongside a vast domestic consumer base and substantial household savings, these elements have the potential to unleash a new wave of venture creation.

Importantly, even if Europe does not become the leader in developing next-generation tech, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

An Inflection Point

The European Union now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been steady. However, without bold steps to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
